TRAFFIC STOP LEADS TO THE ARREST OF MICHAEL JAMES HANDY JR
On May 11,2026, Narcotic Agents while patrolling in the town of Basile. Agents observed a vehicle traveling east on Hwy 190 at speeds of 71 mph in a zone of 55mph. Agents activated the emergency lights to conduct a traffic stop, with the vehicle coming to a stop on the shoulder of La Hwy 190. Agents made contact with the passenger who exited the vehicle on his on being, a 32-year-old black male identified as Michael James Handy jr. Upon Handy exiting the vehicle, agents conducted a pat search of Handy for officer safety. Agent then enquired to what Handy threw out the window prior to stopping the vehicle. Initially Handy stated he threw parsley out of the window. Agents came in contact with a strong chemical odor consistent with the odor of Synthetic Marijuana emitting from the vehicle. At this time agents had the driver, Candace Toussaint exited the vehicle. When identifying Toussaint, she immediately surrendered a clear plastic baggie containing Marijuana weighing approximately 9.9 grams. Michael Handy Jr was physically detained in handcuffs and both subjects were advised of their Miranda Rights in which they stated they understood. Handy and Toussaint both maintained a suspended license. During the field interview, Handy admitted to possessing the Synthetic Marijuana (MoJo).
Candice Toussaint received a Criminal Summons for 40:966 C Possession of Marijuana, Less Than 14 grams and 1 Citation with 2 Violations, Speeding and Driving Under Suspension.
Michael James Handy Jr. was arrested and charged with 40:966A Distribution/Possession with Intent to Distribute Synthetic Marijuana CDS Schedule I and 14:130.1 Obstruction of Justice.
