NARCOTIC RELEASE: RANDY MANUEL ISSUED A CRIMINAL SUMMONS
On March 3rd, 2026, at approximately 2110 hours, Agents with the Criminal Patrol Unit, while conducting a criminal patrol, observed a white male subject traveling in the roadway on a bicycle without a forward-facing white light, a rear-facing red light, and no reflectors forward or rearward. Agents initiated a traffic stop on West Park near Hwy 95. Upon making contact with the subject, who was a 59-year-old white male identified as Randy Manuel, the agent conducted a field interview. During this time, agents, through knowledge and experience, observed Manuel attempting to conceal illegal items within his person. During a pat-down of Manuel's person for officer safety, agents smelled the odor of marijuana emitting from his person. When searching Manuel's cigarette pack, the agent located a clear plastic baggie containing Marijuana.
Randy Manuel was issued a Criminal Summons for La RS Code 40:966C, Possession of Marijuana less than 14 grams, and La. RS Code 32:329.1 Bicycles, front lamps, rear lamps, side and rear reflectors
