NARCOTIC ARREST: KELBY WILLIS ARRESTED - ILLEGAL USE OF CDS IN THE PRESENCE OF A JUVENILE UNDER 17!

Narcotic Search Warrant at the residence of 14520 Veteran Memorial Highway, Ville Platte, Louisiana 70586.   Upon entry into the residence, a 30-year-old white female, who was identified as Kelby Willis, the owner of the residence, was located and placed in hand restraints for officer safety.  Also located in the residence was another 40-year-old white female identified as Ashley Ashford, a 30-year-old black male identified as Devontae Williams, and a tender age juvenile located in the bedroom.  Willis, Ashford, and Williams were restrained and advised of their Miranda Rights, which they stated they understood. 

A search of the residence was conducted by agents with the following results: 

Located on top of the desk located in the room on the left side of the kitchen, within a red bag (with paw print labeling throughout the bag) was a clear piece of cellphone containing 1.13 grams of Methamphetamine. (Schedule II) which should be advised was pink in color

Located in a grinder under the coffee table in the room to the left of the kitchen was a grinder containing .75 grams of marijuana. (Schedule I) 

Located on the nightstand within the bedroom to the rear right of the residence (identified as Kelby Willis Bedroom) on the right side of the bed was a blue in color, oval-shaped pill imprint G3721 identified as Alprazolam 1mg. (Schedule IV)

In a clear plastic sandwich bag containing three separate bags of Methamphetamine, one clear plastic sandwich bag containing 19.76 grams of Methamphetamine, one red plastic bag containing 28.82 grams of Methamphetamine, and one piece of red plastic containing 2.75 grams of Methamphetamine for a total amount of 51.33 grams total.
$495.00 US Currency was also located and seized. 
 

Kelby Willis was arrested and charged with the following: 

(1)   1 Count La RS 40:967A Possession with Intent to Distribute Schedule II Methamphetamine, 

(2)   1 count La RS 40:969C Possession of Schedule IV Alprazolam, La RS 40:1041 Transactions Involving proceeds from CDS Activity, 

(3)   1 Count La RS 14:91.13 Illegal use of CDS in the presence of a Juvenile under 17 years of age.
