Criminal Patrol / Narcotics Division Arrest Banks and Porche
On January 9, 2026, I, a Narcotic Agent with Evangeline Parish Sheriff's Office assigned to Criminal Patrol / Narcotics Division, observed a vehicle obstructing traffic on La-95 by partially being on the shoulder while a passenger reached out of the vehicle and grabbed mail from an adjacent mail box. Once traffic resumed westbound on La-95, the vehicle was observed turning onto St. Peters without using a turn signal before the turn. Agents activated the emergency lights and sirens to conduct a traffic stop, but the vehicle failed to stop initially until it reached 1021 St Peters Street, Mamou, Louisiana 70554.
Upon agents making contact with the driver, a 59-year-old white female identified as Julie Banks, and the passenger, a 51-year-old white female identified as Michelle Porche. The driver, Banks, was advised of the reason for the stop and instructed to provide her license, proof of insurance, and vehicle registration. Julie Banks provided her Louisiana License and vehicle registration. During the field interview, consent was given for agents to search the vehicle.
The results of the vehicle search agents located an eye glass case within a bag on the passenger side of the vehicle that contained a glass pipe containing Methamphetamines.
During this time, agents became aware of Michelle Porche having an active warrant through Eunice Probation and Parole, in which they wanted extradition. Both Banks and Porche were advised of their Miranda Rights and placed in restraints.
Julie Banks and Michelle Porche were both arrested and charged with La. RS code 40:967C: Possession of Methamphetamines Schedule II CDS.
Traffic citations were issued for traffic-related offences.
